Dogs just as bad as cats

In response to the ongoing debate about cats and dogs I thought I'd put my two penneth in.

I have had problems with both cats and dogs fouling in and around my garden. The cats were sorted out reasonably quickly.
A scattering of orange peel ensured that they did not return, but the dogs are another matter.
With the government consta
ntly going on about the increasing levels of obesity in children, I try to keep my four-year-old daughter active by walking to and from school with her.
One morning, to keep her motivated, we had a 'poo counting' competition. The journey from our front door to the school gates is less than half a mile and, between these two locations, we counted no less than 37 separate incidences of dog dirt.
Having a dog is like having a child. They need picking up after. But a number of dog owners seem to think that this rule does not apply to them.
I do not allow my children to make a mess in the street. If they drop litter, I automatically pick it up, and I certainly do not leave their excrement on the pavement.
Are some dog owners so brain dead that they can't see this is spoiling the place for everyone else?
I wonder how many times they need to find it on their shoes or pushchair wheels before they start picking it up.
Perhaps the council representatives should come and patrol around Gawthorpe more frequently, as I'm sure reasonable amounts of money could be raised by fining these
people.
Maybe this could be ploughed into something that would benefit the more responsible people of this area. Hover boots would be good!

But the fact of the matter is, it's actually illegal for a dog to foul in public if you don't clean it up. It's also illegal for a dog to be on the streets without its owner.
My point is, there shouldn't be dog excrement around, because it's illegal to let your dog foul the streets and not pick it up. It's the irresponsible owners that are to blame; but at the end of the day, they're technically breaking the law.
The big problem I have is that it isn't illegal to let a cat roam or defocate on the streets. So the irresponsible cat owners can let their animal roam and defocate wherever they like with absolutely no reprisal or repercussion.
The other problem is that your average dog can't get into a fenced off garden or proprty, so at least it only end up on the street, whereas there is no way to keep a cat off your property. Sure, I could spread orange peel over my lawn, or put reflective objects around, but WHY should I have to do this to stop another persons responsibility from befouling off my property?
